Victoria Harbour Nexus Innovation Fund Signing and Launch Ceremony
On July 30, the signing ceremony for the Victoria Harbour Nexus Innovation Fund was held in Hong Kong. As the first fund signed and established through cooperation between the HKSAR Government and Mainland institutions under the HKSAR Government's Innovation and Technology Venture Fund (ITVF) enhancement scheme, the Victoria Harbour Nexus Innovation Fund has a total scale of HK$600 million. It will focus on three core tracks: artificial intelligence, advanced manufacturing & new energy, and life & health, supporting the development of high-quality local I&T enterprises in Hong Kong and further promoting technological innovation and industrial synergy between Shanghai and Hong Kong.
The Victoria Harbour Nexus Innovation Fund features Shanghai State-Owned Assets Investment as the cornerstone investor, CITIC Capital as the fund manager, BOCOM International and Taiping Assets Management (Hong Kong) as co-managers, Fortune Capital and Bank of China Group Investment as industry advisors, and Elecap International participating in the capital contribution, while the HKSAR Government's Innovation and Technology Venture Fund participates in the investment as a limited partner.
In recent years, the HKSAR Government has continuously increased its support for the I&T industry, and announced the enhancement of the Innovation and Technology Venture Fund in the 2024 Policy Address, allocating HK$1.5 billion to launch the enhancement scheme. Through a matching model, funds are co-established with market-oriented fund managers to focus on investing in strategic startups in Hong Kong. The Victoria Harbour Nexus Innovation Fund is one of the first funds signed and established under this enhancement scheme. It will give full play to Hong Kong's strengths in scientific research, innovation, and internationalization, link up with industrial resources, market scale, and application scenarios in Shanghai and the Yangtze River Delta region, and build a demonstration platform for Shanghai-Hong Kong I&T synergistic development.

At the signing ceremony, the first batch of 9 pipeline projects debuted simultaneously, all of which are innovative enterprises incubated by Hong Kong universities or highly synergistic with Hong Kong industries. Stellerus Tech, an enterprise incubated by The Hong Kong University of Science and Technology, successfully was selected into the first batch of key pipeline projects in the Advanced Manufacturing & New Energy track by virtue of its innovative technologies in artificial intelligence, satellite remote sensing, and climate technology, becoming one of the Hong Kong I&T enterprises key-focused by the fund.
This selection into the first batch of pipeline projects of the Victoria Harbour Nexus Innovation Fund is not only a full recognition of Stellerus Tech's technological innovation capability, development potential, and industrialization value, but also brings new opportunities for the company's future development.
Relying on the Shanghai-Hong Kong technological innovation cooperation platform built by the fund, Stellerus Tech will give full play to Hong Kong's advantages in basic scientific research, internationalized innovation ecosystem, and talent resources, and combine them with the complete industrial chain, rich application scenarios, and broad market space in Shanghai and the Yangtze River Delta region. It will accelerate the transformation of achievements in artificial intelligence, satellite remote sensing, and climate technology, and continuously expand commercial applications in fields such as new energy, low-altitude economy, smart cities, and carbon monitoring & carbon management.
